<p><strong>FAIRway Danube II</strong> is a transnational project with the involvement of Austria, Slovakia, Hungary, Croatia, Bulgaria and Romania that aims to increase the fairway conditions on the Danube and make inland navigation more climate resilient, sustainable and attractive.</p>

<p>The project will be realised between April 2023 and December 2027.</p>

<p><strong>Project Background</strong></p>

<p>FAIRway Danube II is a follow-up project of the CEF flagship FAIRway Danube (www.fairwaydanube.eu) that already significantly increased the knowledge on shallow sections and drafting of rehabilitation measures. Moreover, the FAIRway project includes the ongoing Preparing FAIRway 2 works and FAIRway works! that also increase infrastructure and monitoring systems on the Danube.</p>

<p>FAIRway Danube II, valued at 70 million euros (47 million euros EU funding), officially approved by the EU in June 2023, will continue the successful course in terms of fairway modernization along the Danube for the coming years.</p>

<p><strong>European Inititiatives</strong></p>

<p>This project will also contribute to the implementation of the Fairway Rehabilitation and Maintenance Master Plan adopted by 10 Danube Ministers of Transport (June 2022) and which is also referred to in the Rhine-Danube Corridor Work Plan of the European Coordinator.</p>

<p>FAIRway Danube II continues where its predecessors already initiated important developments, but also includes a number of innovative measures towards further holistic modernization of the fairway.</p>

<p>The planned tasks and objectives of FAIRway Danube II:</p>

<li>Implementation of regular transnational monitoring of fairway conditions</li>

<li>Procurement of sensors for measuring water levels, fairway depths and bridge clearance heights</li>

<li>Upgrading the national waterway management systems (WAMS) and the transnational waterway monitoring system (WAMOS 2.0) to increase their performance and efficiency and to improve information provision to users</li>

<li>Extending the lead time of water level forecasting – a key tool for logisticians</li>

<li>Testing flexible infrastructure elements in Austria, Croatia, Romania and Bulgaria. This unique approach will provide a non-invasive, near natural solution for low water periods, as it can be used to flexibly influence fairway depth. In this way, the reliability of inland navigation will be improved without any permanent impact on habitats and ecosystems.</li>

<li>Modernization of existing mooring places in Austria and Romania to improve infrastructure, especially in terms of crew safety and mobility. The work also includes green energy solutions for shore power at each mooring place. Plans are also being developed for additional investments in mooring places in Austria, Slovakia and Croatia.</li>

									<p></p><p>Port Authority Vukovar and Maritime Danube Ports Administration, SA Galati, Romania, concluded on Thursday, May 30, in the conference room of Galati City Hall, a Memorandum of Understanding in the range of inland waterway transport.</p><p>The signing ceremony was attended by a Croatian delegation led by the General Manager of the Vukovar Port Authority, Mr Grgo Sabljić and his colleagues, together with the representative of the Embassy of the Republic of Croatia in Romania, Mrs Mateja Horvat, II. Secretary, representatives of the company Luka-Vukovar d.o.o., Mr Marijan Kuprešak, Director, Mr Darko Vicković and Mr. Danijel Bilušković and representative of the Croatian Chamber of Commerce, Mr. Ivan Marijanović, and, from the Romanian side, Ms. Marcela-Daniela Coste, General Manager of the Maritime Danube Ports Administration, SA Galați with her colleagues.</p><p>The mayor of Galați, Mr Ionut Florin Pucheanu, and the Romanian member of the European Parliament, Mr Dan Nica, who were present at the signing of the Memorandum as well, provided their support to this initiative.</p><p>The cooperation between the two administrations will take place in areas that include the following activities:</p><ul><li>transport of general cargo, transport of containerized cargo, passenger transport,</li><li>mutual promotion through specific actions and events,</li><li>advisory assistance in the process of adapting port policy and good practices according to the European Union standards in the field</li><li>exchange of experience and technical visits in all the ports under the jurisdiction of the two administrations from Romania and the Republic of Croatia mentioned above,</li><li>information exchange on the traffic quantity that takes place in the ports of the two administrations, by the type of the cargo,</li></ul><ul><li>common identification and approach of EU-funded projects intended to improve port activities in Romania and the Republic of Croatia and the development of inland waterway transport in general.</li></ul><p> </p><p>The signing of the Memorandum of Understanding marks a significant step forward in cooperation between the two administrations, to develop relations between operators in Croatia and Romania, creating new trade routes, and tourist routes, strengthening the market position in the field of shipping and port activities, and contributing the development and promotion of Danube inland navigation.</p><p></p>								</div>

<p>At the premises of the Vukovar City Museum, the Port Authority Vukovar held an initial conference as part of the project &#8220;Preparation of project documentation for the construction of a vertical coast in the port of Vukovar&#8221;. The conference was attended by the Acting Director of the Port Authority Vukovar, Iva Horvat and President of the Management Board of IGH d.d. Robert Petrosian, on behalf of the Ministry of the Sea, Transport and infrastructure, the director of the Inland Navigation administration Duška Kunštek, deputy Prefect of Vukovar-Srijem County, Mr. Franjo Orešković, representative of the City of Vukovar and other guests who attended the signing of the contract.</p>



<p>After initial remarks of the Acting Director of the Port Authority Vukovar Iva Horvat and President of the Management Board of IGH d.d. Mr. Robert Petrosian, the signing of the contract which benefits Vukovar in the future with investment worth over tens of millions of euros ensued.</p>



<p>The signed agreement refers to the project &#8220;Preparation of project documentation for the construction of a vertical coast in the port of Vukovar&#8221; while the construction phase is planned after obtaining the acts for construction in the next programming period.</p>



<p>The total value of the signed contract is HRK 7.4 million, of which the share of co-financing from the EU is HRK 6.3 million and the remaining HRK 1.1 million is financed from the state budget.</p>



<p>“I am happy that we have gathered here in Vukovar to give meaning to this project “Preparation of project documentation for the construction of a vertical coast in the port of Vukovar&#8221;. Port Authority Vukovar has recognized the need to expand port capacity. Sole preparation of the documentation for realization of the projects includes extensive making of geodetic and geomechanical bases, environmental impact study, preliminary design and ultimately the main design that will result in the construction of a vertical shore in the port Vukovar and greatly expand the capacity of the port of Vukovar &#8220;, said the director of the Internal Administration navigation Duška Kunštek.</p>



<p>Acting Director of the Port Authority Vukovar Iva Horvat greeted all present and expressed satisfaction with the signing of the contract which will start with activities aimed at modernization of port infrastructure, arrangement of the undeveloped part of the coast in the port of Vukovar, construction of the new railway, road and communal infrastructure and associated handling and storage area. With the realization of this project, the port service will become more efficient, of better quality and the port of Vukovar more competitive. She also thanked everyone who helped prepare this project where she primarily referred to the Ministry of Sea Transport and Infrastructure.</p>



<p>It is a great honour for me to be here in Vukovar, a city that means a lot to the Republic of Croatia. What makes me happy is that IGH d.d. contributes to the development of port infrastructure in Vukovar. We have worked on several projects in Vukovar and this project &#8220;Preparation of project documentation for the construction of a vertical coast in the port of Vukovar&#8221; is another in a series that we will realize. <p>The project is part of a broader project to develop the river port of Vukovar on the basic network, the Rhine-Danube corridor. The coastal port infrastructure and port connections with the basic railway and road network shall be upgraded. The main goal of the project is the preparation of technical documentation, including obtaining location and building permits for the construction of 300 meters of new vertical shore in the part where the coast was not built with associated tracks and a connection to the existing railway infrastructure. The project would prevent the harmful effects of high waters in the port area and would put into port function the currently unused space right next to the coast thus increasing the capacity and competitiveness of the port of Vukovar.<br></p>

<p>Rolled out in the framework of
the DIONYSUS project, the Danube Ports Day annual events are meant to continue

the Port Authority Vukovar in close cooperation with Pro Danube Management and

<p>Dear Sir/Madam,</p>
<p>A large amount of biomass is available along the Danube with the potential to improve energy security and foster sustainable energy production. Therefore, an increased use of Danube logistics can help to reduce emissions, to establish a low-carbon transport system and to improve the environment performance along the entire bioenergy value chains.</p>
<p>The potentials for the use of Danube logistics services for the bioenergy sector will be discussed at the workshop that will be held on <strong><u>February 5, 2019 in Vukovar (Croatia), Hotel Lav (J.J. Strossmayera), starting at 11.00 am.</u></strong></p>
<p>The organizer is Port Authority Vukovar with a support of the Croatian Wood Cluster. The workshop is part of the European project Energy Barge worth 2,3 mil EUR that aims to increase transportation along the Danube according to EU Danube Region Strategy’s objective.</p>
<p><strong><u>STUDY VISITS</u></strong></p>
<p>We invite you to join us on a study visit to Spačva company &#8211; wood industry, and Port Vukovar &#8211; provider of warehousing services and transhipment logistics. Transportation is provided &#8211; leaving from the hotel scheduled at 07:30. For those who arrive by car, meeting in front of the Spačva company between 08:00 and 08:10 (Duga ulica 181, 32100 Vinkovci), and will be continued to Port Vukovar.</p>
<p><strong><u>POSSIBILITY FOR B2B MEETINGS </u></strong></p>
<p>The workshop will include a series of bilateral meetings for registered participants from Croatia, Serbia, Bosnia and Herzegovina, Germany, Austria, Slovakia, Hungary, Romania, etc. Meetings are intended for all those engaged in production or trade of biomass and logistic services. The purpose of B2B meetings is to connect stakeholders, exchange experiences and knowledge, but also to raise the level of production and use of renewable energy sources, as well as the use of inland waterway transport system as the most acceptable form of transport.</p>

										<content:encoded><![CDATA[<p style="font-weight: 300;">On July 3, 2018, the <strong style="font-weight: 400;">Central European Initiative</strong>, in close cooperation with <strong style="font-weight: 400;">SERBIO</strong>, organized a scoping workshop on <strong style="font-weight: 400;">biomass-for-energy perspectives in South-East Europe</strong>, and particularly in Vojvodina, and the potential contribution of ETIP Bioenergy to un-tap them by bridging between local actors and EU stakeholders.</p>
<p style="font-weight: 300;">The workshop has been organized in the framework of the <strong style="font-weight: 400;">3<sup>rd</sup> South East European Conference on Sustainable Development of Energy, Water and Environment Systems,</strong> which gathered about 200 participants from academia and research from the Region.</p>
<p style="font-weight: 300;">The workshop has been organized in Vojvodina, as it represents a highly developed agricultural region in Serbia with additional untapped biomass potentials. The economy is largely based on agriculture and food industry. Vojvodina has also a strong industrial tradition, particularly in the petrochemical sector. There is growing interests for opportunities deriving from valorisation of sustainable biomass, particularly at policy level.</p>
<p style="font-weight: 300;">The ETIP Bioenergy SABS workshop on biomass-for-energy perspectives in South-East Europe has been attended by 20 experts in representation of a varied set of stakeholders, ranging from academia (<strong style="font-weight: 400;">University of Novi Sad and University of Belgrade, University of Zagreb</strong>), to associations (<strong style="font-weight: 400;">Serbian biomass association, SDEWES</strong>), institutions (<strong style="font-weight: 400;">Provincial Secretariat for Energy of the Autonomous province of Vojvodina</strong>) and businesses (NIS).</p>
<p style="font-weight: 300;">Participants had the opportunity to learn about the activities of ETIP Bioenergy, as well as about the potentials of biomass-to-energy value chains in the Danube region, Serbia and Vojvodina. In particular, <strong style="font-weight: 400;">Peter Canciani of CEI</strong>, who was chairing the workshop together with <strong style="font-weight: 400;">Mr. Natasa Rubežić, President of the Serbian biomass association</strong>, delivered a detailed presentation on the mission and objectives of ETIP Bioenergy, calling participants to join the Platform in order to ensure that specific challenges and needs of the region are adequately represented.</p>
<p style="font-weight: 300;">Furthermore, <strong style="font-weight: 400;">Mr. Reiner Schellhaas of GIZ</strong>, illustrated the activities of the German funded project to support the development of a sustainable biomass market in Serbia. Even though focusing essentially on woody biomass for co-firing, this experience is relevant as it sets the grounds for the creation of a regulated and resilient local biomass market, which is a prerequisite for possible more advanced uses in the future. This topic was further analysed by <strong style="font-weight: 400;">Mr. Vojislav Milijić of SERBIO</strong>, who presented the results of studies and pilots on logistical models for the mobilization of woodchips in the country.</p>
<p style="font-weight: 300;">The natural evolution of consistent local biomass markets being exchange and trading within the region, the following presentation provided an insight into the findings of <strong style="font-weight: 400;">Energy BARGE</strong>, a project co-funded by the ERDF in the framework of the Danube Transnational Programme. <strong style="font-weight: 400;">Mr. Thies Fellenberg of FNR</strong> described the online platform developed by the Project as a tool to foster B2B collaborations within the region and to support sustainable biomass mobilization on the Danube.</p>
<p style="font-weight: 300;">However, previous presentations showed that &#8211; notwithstanding the relative novelty of secondary and tertiary biomass utilization – there is already a competition between different end uses and users. In this respect,<strong style="font-weight: 400;"> prof. Milan Martinov</strong> of the Faculty for Technical Sciences of the University of Novi Sad expanded also on other constraints re the use of biomass as feedstock for material or energy use. Prof. Martinov also briefly summarized the presentation on biomass availability that should have been delivered by prof. Dumnić, who could not participate due to unforeseen circumstances.</p>
<p style="font-weight: 300;">The last presentation has been delivered by <strong style="font-weight: 400;">Ms. Stanka Leskovac of NIS</strong>, who provided a useful insight in to the point of view of the oil industry regarding the potentials offered by renewable fuels, also talking about the specific experience of the Serbian oil company and the hindrances they have experienced while planning the development of 2G ethanol production. Interestingly, Ms. Leskovac pointed out that the topic is on the agenda of her company and that is not excluding to invest in sustainable biofuels production in the future.</p>
<p style="font-weight: 300;">The workshop has been closed by Mr. Peter Canciani after a short round of discussion.</p>

DANTE – IMPROVING ADMINISTRATIVE PROCEDURES AND PROCESSES FOR DANUBE ITW</p>
<p><strong><u>Project background</u></strong><br />
Project is co-funded by European Union Funds (ERDF, IPA) under the Danube Transnational Programme and will run for 30 months (January 2017 – June 2019). The project is implemented by a transnational consortium of 16 co-funded organisations and 12 associated strategic partners from 10 European countries (GE, AT, SK, HU, HR, RS, RO, BG, UK, MD). The project has a total budget of 1.982.786,00 Euro, out of which ERDF contribution amounts 1.650.134,75 Euro &amp; IPA contribution amounts 35.233,35 Euro.</p>
<p><strong><u>Project Summary</u></strong><br />
Good practices and guidelines for effective administration of IWT activities shall be developed with regard to the identified barriers. The proposed solutions will be discussed with the responsible authorities at national working tables, as well as in transnational ones. This matrix approach shall deliver quick solutions and a wide harmonisation of procedures and processes along the river. The monitoring system for collecting user experiences (supported by an online tool) will be a key element for successful project implementation.<br />
DANTE facilitates the work of EU Strategy for the Danube Region Priority Area 1a and is acknowledged by the European Commission (EC) / Directorate General for Mobility and Transport (DG MOVE) as part of their efforts to reduce administrative barriers in the transport sector. DANTE actively involves the Danube Commission (DC) and therefore also functions as platform of the related joint efforts of DC &amp; EC.<br />
DANTE focuses on five thematic areas where administrative barriers are most evidently reducing efficiency of IWT operations, which are:<br />
1. Border Police, Tax &amp; Customs<br />
2. Navigation / traffic control authorities<br />
3. Port authorities / administrations<br />
4. Waterway and Canal administrations<br />
5. Other relevant authorities imposing barriers (e.g. health control, disaster management, etc)</p>
<p>DANTE also refers to a wider policy initiative recently launched by Pro Danube called “Green Deal for Danube River Transport” which shall create an improved long-term policy framework for Danube IWT based on stakeholder commitments.</p>

<p><strong>Total Budget:</strong>&nbsp;2,178,449.30 €</p>
<p><strong>Project Partners:</strong>&nbsp;The partnership consists of 10 Financing Partners and 20 Associated Strategic Partners and involves all direct neighbouring countries of the Danube river. It covers 7 of the 9 EU countries (Austria, Bulgaria, Croatia, Germany-Bavaria, Hungary, Romania and Slovakia) and 3 of the 5 non-EU countries (Republic of Moldova, Serbia and Ukraine-Odessa Oblast).</p>
<p><strong>Project Summary</strong>: The main result of the project will be the highly increased intensity and quality of cooperation between all key actors in order to jointly support the Danube-Black Sea region to become an attractive gateway region for maritime and inland waterway transport between Central Europe and the Black Sea, the Caspian region and the Far East (DBS Gateway Region) on a well-informed (Potential Analysis, Road Map), well-prepared (list of projects ready to be implemented, Funding Guideline), well-focused (Joint Vision, Joint Cooperation Strategy) and well-supported (operative Cooperation Platform beyond the lifetime of the project) basis.</p>
